About this call

The District Council of Elliston in South Australia is inviting professional practising South Australian artists and artist teams to propose a permanent, site-specific mural across one or more external walls of the RSL Memorial Building at 34 Beach Terrace, Elliston, Australia. The mural should recognise the building's dual history as an RSL Memorial Building and a former kindergarten, and complement Elliston's existing township murals. This round selects a preferred artist and asks for a concept, an itemised quotation and a program rather than a final design; the commission supports Council's application to the CreateSA Projects: Public Art and Design program and remains subject to funding, Council approval and a written contract. If funded, design development is anticipated between May and July 2027 and installation from August to December 2027.

Who can apply

  • Limited by country or region
  • Medium: Painting
  • Entry fee: See official site
  • The lead artist must be a professional practising South Australian artist who meets the applicable CreateSA eligibility requirements: an Australian citizen or permanent resident who lives in South Australia for at least six months of the year, with no overdue CreateSA grant acquittal. Artist teams are welcome if the lead artist and each member's responsibilities are clear. Applicants need relevant mural or public art experience, a current ABN and public liability, workers compensation and other relevant insurance before contract, and availability for funded activity from 7 May 2027. Submit by email to Council (dce@elliston.sa.gov.au), marked RSL Memorial Building Mural RFQ, preferably as one PDF plus the completed Word schedules: a concept statement of up to 500 words with one or two preliminary visuals, a research and engagement method, an itemised quotation in Australian dollars valid until 31 May 2027 with GST shown separately, a program, a biography of up to 300 words or CV with up to five work examples, two referees, licence and insurance information, a maintenance and durability statement, a preliminary risk statement, and consent for Council to use the submission in its CreateSA grant application. Optional additional wall areas must be priced separately, and respondents bear their own costs of preparing a quotation. Materials must suit an exposed coastal site, targeting a useful life of at least 10 years. A preferred artist is anticipated on 24 November 2026. Questions close 5.00 pm (ACDT), 16 October 2026. Council does not state a fixed budget: the final project budget is set through quotation, Council approval and the funding outcome.
